FCC chairman takes on Comcast

FCC Chairman Kevin Martin announced at a press conference this afternoon that he will introduce a measure to the FCC requiring Comcast to stop blocking or otherwise limiting torrent use on their network.

Martin's order comes as a result of a year-long investigation into Comcast's practices, something the cable giant has claimed was well withing its right as a service provider to do. The company admitted to temporarily blocking torrent traffic as a means of network management, but Martin claims the blocking interferes with people's ability to use torrents for legal means.

The order will go up for a vote before the FCC's four commissioners August 1 and is expected to pass. The order finds Comcast guilty but will impose no fines.

    I'm no legal expert nor am I familiar with the terms and conditions of Comcast's user agreement, but I think finding them guilty of unreasonable network management and in violation of the 2005 Internet Policy Statement opens the door for a truckload of lawsuits from consumers. Yes?

    Fines usually get passed off to consumers as well. Maybe that's why they didn't impose them.
