PC stops at Checking NVRAM

System with problem:
AMD Athlon XP 1500+
MSI KT4V
2 sticks of Generic 256MB PC2700 DDR
GeForce FX 5200 128 MB
250W generic PSU

This is my first experience with an AMD system, and I know lots of people here use AMD, so....

A guy at work put his own computer together, then brought it to me when the fan on the heatsink wouldn't work after he first started it up. He also told me that he let it run without the fan going because it got stuck at the Checking NVRAM part of the POST test, how long I do not know.

Well I get it and sure enough he had broken the fan when putting the heatsink on. So I took the HSF off and noticed no thermal paste. So I got another HSF put some paste on and fired it up, same thing.

It recognizes the processor, but according to the MSI D-Bracket it is hanging on Processor Initialization part of the POST.

Did he bork the processor by not having thermal paste, as well as no fan?

I inspected the processor and see no damage to anything, AFAICT

Things I have tried:
Cleared CMOS via jumper.
Cleared CMOS via battery removal.
Unplugged everything except essentials (video, keyboard)
Changed video to PCI graphics card
Three different keyboards
Tested each stick of RAM individually.
Three different PSU's

Sometimes it says Checking NVRAM..
and sometimes it says Checking NVRAM.. Update OK.

Any Ideas?
I'm thinking either MB or Proc.
