ActiveX Error after creating new Outlook 2K3 signature

Hello All,
Some of my users are getting this message: "Your current security settings prohibit running ActiveX controls on this page. As a result, the page may not display correctly.", after using Word (also 2K3) as the advanced editor when creating their new signature block.
No one is using any type of any type of graphic/ActiveX or Flash plug-in, These signature blocks are nothing more than Word-edited text docs..
I found a couple solutions that involve turning down/off the Anti-ActiveX settings within regedit. I cannot do this, I work for a school district, our security settings must be set to HIGH all the times. Also, I cannot change the mesage format from HTML to Text either, our superintendent likes the HTML setting... (*eyes rolling)
I know there must be a setting somewhere I'm overlooking, since this is only happening to a small percentage of my users..
