Cant remove a file in temp folder

(FXSAPIDebugLogFile) Located in C:\Users\Administrator\AppData\Local\Temp

I have Vista with SP1 this os was just instaled 3 weeks ago and, AVG found 0 viruses since then.
Im not sure where I got it but its 0 bits, when I try to delete it says its in use by another program, it wont come out in safe mode either. i not sure if its a virus or bug?

    What is the file name? Is it FXSAPIDebugLogFile?

    It may likely be harmless...

    Yes thats the name .txt at the end, I tried OTMoveit but it cant get rid of it, I just dont like anything in my temp folder.

    Hi,

    Text (.txt) files are not usually associaited with infections.

    A Google search shows that many other people with Vista have the same file, and they also cannot delete it for whatever reason.

    Some people say that it is related to fxsapi.dll.
