laptop will not start

about 2 years ago before i got into pc my sisters laptop had a charging problem,
The laptop would with out the charging cable after pushing the on button you could hear the cpu fan on and off and on and off. it would take about 5 - 6 attempts to turn on and ran fine. and with the charging cable it would start up 1st time. so she thought that the problem was the charging port. so she took it to the local pc shop they conformed that was the problem they replaced the port and never worked again we said that it would cost 400 pounds to fix. it was put it a cupboard and for got about for 2 years.

now i have look at it and still will not boot up and the CPU gets very hot very quickly and still the cpu/chipset cooler fan switching on and off what is most likely to be the problem

    CPU may be seated incorrectly, or something may be shorted. Did you try it with a different AC adapter?

    yes i did. i will have changed the cpu and it is not that may be the psu failing
