AVI to DVD....

Right, I have an AVI file, which is 576 x 304, XviD encoded @ 24fps, 106mins long.
Now I thought, easy enough, I will give the file to TMPGEnc and tell it do make it for a PAL DVD.....
I import the file... and it says it is 301mins long, consequently setting all the settings to crap to try and make it fit (and it still says it is 182% at lowest settings). If I click ok, it will start encoding it fine, but using crappy settings...
So any idea how do fix this?
And secondly, once I have re-encoded the files, how can I actually burn it as a DVD Player compatable disc? (Nero wants VOB files and such, so thats no use).
