USB Ports shutting down by themselves?

Hello, I have a PC and my USB ports seem to be well, turning off...When I reboot, the second windows starts to turn off, all the USB ports activate. When it boots back into windows, they're all active for a few seconds, and then well they just...turn off.. Nothing has changed, they were working earlier today, and now they're not. Could it be a program conflicting or something? I uninstalled my USB drivers in my device manager and it seems to fix it, but for how long? Any idea's why it's doing this? Think I need a format?

Edit: Nevermind, it did not fix it, It installed 1 driver, and it fixed it, and then it installed another driver, and it shut all the USB ports off, any clues?
