Sporadic database errors

Brian told me that some members were reporting sporadic database errors (unrelated to yesterday's dowtime and for a while preceding it). I finally got some data on what was happening; looks like it was too many database connections. I've tripled the number of allowed connections, so hopefully that should be the end of that.

    I got it at about 5.45am GMT this morning. Only once :)

    I doubled it to 600; you only saw it once, but damn that was a lot of email :-/
