ISP change

first off, can i just say that im not entirely sure if this is in the right place, but it was the most relevant looking forum to me.

I was wondering if it was possible to make it look like your isp is a different one. Not actually change it, but just make it imitate another one.

    so, its not possible to mimic a specific isp/ip, which was what i was hoping for?
