"windows installer could not be accessed"

hi,
whenever i try to install or uninstall programs i get the massage
"the windows installer service could not be accessed. this can occur if you are running windows in safe mode, or if thw windows installers is not correctly installed. contact your support personal for assistance."
im not in safe mode and i've tried every method to fix it i could find on the net, but it didnt work.

ill be very happy if one of you guys could help me out here (grin)

    1. Click START.
    2. Click RUN.
    3. Type: SERVICES.MSC
    4. Press: ENTER
    5. Find: "Windows Installer" in the list.
    6. Please post what this line describes in the STARTUP TYPE and STATUS columns.

    startup type - manual, nothings on status.
    in the last days I've changed it a few times (from manual to automatic and vice versa), ive started it manualy and it didnt help, i still couldn't uninstall programs, and every reboot i need to start it manualy again (even when its on automatic)

    hi,
    ive already done this, with no help. i did it again and it still doesnt work. i read in some article that this problem can occur from the installation of sp3, so i removed it and the problem gone, but the conputer could barely move so i restore the system.
    i looked in microsoft website, and i couldnt find solution to the problem (there were articles about that but they couldnt resolve this)
