What could interfere with cool and quiet ?

I've got two installs of XP SP3 on the same box.
One is behaving fine, while the other, although operational,
seems slightly less responsive. I'm wondering if it has something
to do with C & Q.
Certain Apps seem to run less well on this XP. One is VLC.
Trying to play MKV @ 720p is impossible, due to the stuttering.
However, setting the power scheme to "always on", or setting the cpu
affinity of VLC to one core, in general, alleviates the stuttering.
On the other hand, on the good XP, VLC runs absolutely fine without having
to do anything special.
Box is AMD 4200 x2 (socket 939), both installs have the same AMD cpu
driver.
Any thoughts of what could be a factor?

You're right in a way. Especially at this time of the year.
However, in the summer, *anything* that reduces the heat output is welcome.
I found out what was causing my problem. It was the registry setting
associated with this hotfix:

Somehow, and I'm not sure how, the setting was "turned off" causing the
"new performance states" to be disabled. The system runs much better
with this thing enabled.
