Font Making Programs

Does anyone happen to know a font creation program that happens to be freeware?
i've found a bunch (fontcreator, fontlab...) which all happen to be around the 100 dollar and 500 dollar range respectively.
i also found a powertool for fontmaking (http://www.microsoft.com/windowsxp/downloads/powertoys/tabletpc.mspx)
called My Font Tool for Tablet PC
this would have been great for me since i have a wacom bamboo which i would have preferred to use but the program refuses to install on my desktop stating it is for tablets only
