hal.dll file corrupt

Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll.

everytime i am trying to start my windows xp i get the above error msg i have put a windows xp sp2 CD to fix this error i couldn't to get a repair R option (cant not show).

how can i solve this problem ...

    You have to boot the XP cd like you are installing it, to get to the Repair Option.

    ok i got the Repair option now ... i tried to following the 8 commands but it doesnt work.????
