Ok, so I decided not to let my roadblock slow me down for the night so I worked on everything that I could and maybe more (I'm not done yet), but if you will look at http://okstatedelts.com you will see right below the blue header is a black bar that I am using for announcements.
Right now I have EE set to just grab the most recent announcement, which is plenty cool.
BUT. Expression engine has this feature to set the start and end dates of an entry, which I would like to put to use here. I want to be able to grab an unspecified number of entries, feed them in and have them scrolled one at a time, and have them repeat over and over, unless there is one, in which case it would just stay put.
Also, the big thing that I haven't been able to find is that I want only one message visible at a time.
As a note the entire announcement is contained in one paragraph tag.

It uses some javascript libraries so there is a bit of overhead, but it will degrade very nicely as it pulls the information from an unordered list. Great piece of kit.
