The laptop is infected with any number of virus/malware problems.

What you need to do is get a copy of Malwarebytes' Anti-Malware from: http://www.malwarebytes.org/mbam.php

Do a full scan of your computer and have it fix all that it finds.

Also a copy of SuperAntiSpyware wouldn't hurt if Malwarebytes found anything.
You can get it here: http://www.superantispyware.com/download.html

Good luck!

Not necessarily. It could have a group policy enabled. How old is the laptop and where did it come from?

1) its a Vaio

2) he has AVG so i doubt this is a virus or infection...this is just yet ANOTHER Vista aggravation concerning permissions (still haven't figured how to network vista and xp properly)

3) they dont remember where they bought it... sorry

Well...I found my own fix! And unbelievably easily too *blush :o

From: http://www.tomshardware.com/forum/138240-45-locked-task-manager

Archived from groups: microsoft.public.windowsxp.security_admin (More info?)
Is the whole CTRL+ALT+DEL sequence disabled or just a Task Manager?

Other key combination to access Task Manager is: CTRL+SHIFT+ESC , you
might want to try that (most likely won't workgrey_loader.gif
if you're locked out).

If you're locked out only from Task Manager, go to your registry

HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
and check if DisableTaskMgr is set to '1'. If it is, change it to '0'.

It <i>did</i> have a group policy enabled. :)

Good call Thrax!

That's the first Vista Home Basic I've seen with policy on it...
