Locked Out of the Task Manager

My friends son has a laptop that has the task manager locked and it says to contact the system administrator Same old line.... Theres only one user profile! How do I fix this

The laptop is infected with any number of virus/malware problems.
What you need to do is get a copy of Malwarebytes' Anti-Malware from: http://www.malwarebytes.org/mbam.php
Do a full scan of your computer and have it fix all that it finds.
Also a copy of SuperAntiSpyware wouldn't hurt if Malwarebytes found anything.

2) he has AVG so i doubt this is a virus or infection...this is just yet ANOTHER Vista aggravation concerning permissions (still haven't figured how to network vista and xp properly)

Is the whole CTRL+ALT+DEL sequence disabled or just a Task Manager?
Other key combination to access Task Manager is: CTRL+SHIFT+ESC , you
might want to try that (most likely won't [COLOR=blue ! important][COLOR=blue ! important]work[/color][/color]
if you're locked out).
If you're locked out only from Task Manager, go to your registry
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
and check if DisableTaskMgr is set to '1'. If it is, change it to '0'.
That's the first Vista Home Basic I've seen with policy on it...
