Cannot disable services and start up in Vista

So my friend's computer is pretty messed up and I was trying to help her fix it or at least make it a little faster. I noticed that she had a lot of services and start up programs that she really does not need. Stuff like acrobat and the such.

So I go into msconfig and disable a bunch of them. Hit apply. Hit ok. Restart. Then I check msconfig again and all the programs that I disabled are enabled again.

Wtf?

What could be causing this?

I'm thinking some nasty virus or spyware/malware. We are running a lot of AV and ASW programs right now but in case this does not fix it, what else could cause this?

Oh and we are logged in as administrator so permissions are not a problem.

    First go into programs and startup and delete them there. If they exist there then they'll keep showing up in msconfig. Then if there are other services you want to stop go into start>run>services.msc and stop the service and set the startup type to dissabled. BUT becareful what you start and stop in services as you can really mess things up. So ONLY change the services here if you specifically know what your doing.Some other programs like acrobat for example that have that acrobat air and actobat.com installed alongside with the reader can have those portions removed through Control Panel>Programs and Features.

    I already disabled the services I didn't want in services.msc and it was still doing it.

    I set up a whole bunch of anti virus and anti spyware to run in safe mode before I left her apt. I guess superantispyware found a problem with the registry. She fixed it and now msconfig works.
