I was wondering if anyone knows how to COMPLETELY UNINSTALL INTERNET EXPLORER and then REINSTALL INTERNET EXPLORER in Windows XP Home, Dell 2.4 with 1G ram.

Well, it is easier than that:
First, go here, download the complete service pack, save to desktop (do not open).
Then, run the file you downloaded to your desktop. The second step unlocked the anti-reinstall for IE6.
Then, do a WindowsUpdate.
One thing in my toolkit is a IE 6.0 SP1 customizable and complete installer CD, I got several IE 6.0 SP1 Internet Explorer Administration Kit CDs from Microsoft. The CD for IE 6.0 SP1 is not expensive either.
