I have been using the 7 beta full time for the past six weeks or so, and I have been impressed with its overall feel, much improved UI, and general useability.
I still encounter a bug here and there, but for a product in beta, it seems very mature, so I expect good things when it hits retail later this year (rumor has it in fall sometime).
Also, Microsoft realy has looked to improve thier track record here. The beta build 7000 was made widely available so any user could download, burn an .iso and try it out. There is a easy way to send them feedback within the beta as well. I would encourage anyone that is comfortable setting up a dual boot system to try it out (back up your files first as always)
Lets hope Microsoft prices the OS reasonably when it comes out, especialy for Vista users that feel like they were shorted a full release.
Windows 7 runs better on my netbook than Windows XP Home did. Did I also mention that my netbook is most often running at 800MHz and only has 2GB of RAM?

Vista = Windows ME
Win7 = Windows XP
Meaning, 7 will make us all feel better and make up for the shitacular debacle that was Vista.
