Windows 2k, intermittent pauses - unprovoked

OH, NOES
I have no idea why this is happening:
Everything would freeze for 2-3 seconds (audio, character inputs; the works) without any actions on my part. I've noticed it happen a lot when I'm: creating new windows in Opera, or simply scrolling through a web page; this isn't restricted to Opera, though. My Explorer (for files) would act the same way when I'm trying to collapse/uncollapse directory trees, or simply when I cut'n'paste files.
It happened, out of the blue. I've done all sorts of tests, namely memtest, hdd-diagnostics via a bootable cd (ultimate boot cd,) and Kaspersky scans - all to no avail. I checked Tiny Firewall logs for any indication of system breaches or suspicious file activities, but got nothing. I tried defragmenting my newly purchased disks but everything seems to be in order.
I can't tell if my cpu/mem load increases in real time, simply because the display freezes also. When I look at the graphs, cpu/mem loads are consistent.
Irq's aren't conflicting either.
I'm out of troubleshooting ideas
[edit] This is happening frequently, like every 20 secs or so.
