installing os on new hd

Okay so i cleared my harddrive out turn the computer on it says no operating system found. I put the CD into the computer but it still says the same thing, is there a way to run from the cd with any commands? I set it up in the bios to boot the cdrom first but the operating system is still not showing up.. Please help

    What kind of CD is this? Retail? Did you burn the CD?

    i made it, when the computer was new to restore the computer they make u do it

    Do you have a digital camera you could use to take a picture of your boot order in your BIOS?

    no but it says cd rom harddrive then floppy disk

    Do you have another CD-ROM you could temporarily hook up to make sure your current one isn't going bad? Or another bootable CD to test in your current ROM?
