Vista Loads Startup Recovery Over and Over!

A colleagues PC has vista on it, when he came in this morning it prompted him to start it in startup repair mode (words to that effect, vs normal mode).

He did this and the startup repair module went away for around 15mins and did nothing. It then prodly reported 'Startup Repair Cannot Repair This Computer Automatically' Great! ... This is the error I got:

The interesting parts there to me are 'Bad Patch' - not sure if that's connected with some Windows Update patch which could be causing the problem or what?

Now, here's what I've done:

Ran Memtest86 through a full cycle - passed
Ran Seatools through a short test and an acoustic test - worked
Loaded Knoppix totally fine and browsed the net etc
Tried the startup recovery consol from the Vista CD (OEM) - Failed, same error as above.
Removed a stick of RAM (it has 2) and tried startup recovery again, failed again (I did think that was a very long shot!)

Tried system restore to an earlier date from the Vista CD - failed due to an 'unknown error'

Safe mode will not load - it just continually reboots.

So, I now think it's time to do a fresh reinstall? - I'm reluctant to do this as I'll have to install the users programs and configure loads of stuff again, however, I see little else I can do at this point...

Any ideas anyone?
