Calibrate Windows sound volume?

The quietest volume setting on my laptop isn't quiet enough: is there any way to change the range of volume that corresponds to the volume slider in Windows? I'm looking for a Vista-compatible solution.

The volume problem is even worse when I use my USB sound card on my laptop. I have to set the Windows sound and wave sliders all the way down to 1%, and Winamp at 2%. I'm paranoid that if something resets the sound volume while I'm wearing headphones I'm going to end up deafened. With Winamp at 100% and Windows at 1%, enough sound comes out of the headphones to hear them across the room while they're laying on the table.

When you plug in a USB headset or sound card, it usually gets its own sound profile (somehow it's seen as a new audio device), so you'll have separate settings for speakers and headset.

If you're having problems with individual apps, you should be able to reduce volume for each application within Vista's mixer controls.
