I've a PC which is running on Windows XP SP2 and a lappy running Vista SP2, both which are connected to a Linksys WRT54G Router. How do I make a LAN network between the two of them with file sharing and such?

Both machines have to be members of the same workgroup. To set the workgroup name on each computer right click on my computer and go into properties. Under the computer name tab you can change the workgroup name. Make sure the workgroup names are the same. The computer names have to be different.

TO turn file sharing on here is the Official MS guide http://support.microsoft.com/kb/304040

    XxSaberxX,
You may want to post in Microsoft's forums for additional support. Because Windows XP and Windows Vista are two different platforms, there is an add-in you must add to make the two computers recognize each other on the network. Microsoft does have an official Windows Vista Support Forum located here http://tinyurl.com/d5r9v3. It is supported by product specialists as well as engineers and support teams.
