IDE drive not detected on new mobo

Hello,
I have recently purchased and installed a new gigabyte M61PME-S2P mobo (old one fried) and upon installing all my old components i found that the dvd burner connected though the one IDE slot and with the jumper on master OR slave is not detected. any help/suggestions would be hugely appreciated

    also dvdburner is a LITEON SHM-165P6S and both the dvd and hdd was installed on the old mobo

    is the hdd hooked up also? if so is that master while the dvd is slave?
    have you tried CS (Cable Select)
    is the power plugged in?

    power is plugged in, the light on the front flashes for a second when i turn the machine on.

    both hdds are hooked up with sata cables (appear as IDE 3-4) while 1 and 2 appear as " : None"

    havent tried cable select (dont know how or if i can :S)
