0xc0000022 errors are usually caused by a messed up file permission or a missing .dll. So if you were connected to an exchange server I'd recomend you delete your OST file and re-sync it.
If you can provide a more (as in cut and paste) accurate picture of the error it may give a better hint as to what the actual problem is. But without knowing that your best bet it to probably try re-installing Outlook.
If that doesn't work you can try and do an sfc /scannow to check all your system files. Beyond that without knowing the specific error it may be best to do a repair install of windows.
Task 'Kevin - Sending' reported error (0x8004210B) : 'The operation timed out waiting for a response from the sending (SMTP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).'
Task 'Kevin Ryan - Sending' reported error (0x800CCC0B) : 'Unknown Error 0x800CCC0B'<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

That indicates that your smtp session is timing out. If this only happens when sending attachments try lengthening the server timeout value on the Advanced tab of your account properties and make sure your Send/Receive interval (press Alt-Ctrl-S while in Outlook to see it) is no less than about ten minutes.
You could also try disabling an outbound email anti-virus scanning as it's pretty useless since anything should have been scanned when it was received or regular files scanned during any of the other times your anti-virus would scan them.
