If the bandwidth needed for the cards planed over the next couple of years was going to be bottle-necked by the delay of 3.0, ATI, Nvidia and Intel would all apply some pressure to see this done sooner, so I have to think this is no big loss and probably a good thing in order to finalize the spec for backwards compatibility.
