Brand new computer, wont boot or post?

Hi there everyone!
Okay so I just bought a couple parts from NewEgg, here are the parts:

Put everything together, and when I turn it on, the power supply fan turns on and CPU fan turns on. I have everything unplugged except for power supply, motherboard, CPU, just so I could possibly get somewhere and build up but nothing is working.

I can hear a faint 'Loopy Ringing' noise coming from the CPU/heat sink. It's sort of a repeating ringing noise, very faint. I think this noise is in fact not the POST, although I am not certain, because when my other computer POSTs it is very much noticeable.

I have removed the motherboard from the case and put it on a piece of cardboard, but the same loopy ringing noise persists.

    Just to be sure: You said PSU, Motherboard, and CPU, right?

    It absolutely will not POST without RAM installed. Do you have the RAM plugged in?

    What slots did you install the RAM to?

    Yes PSU, MOBO, & CPU.
    I just put in both of the RAM sticks in and no posts. the noise i am hearing is hard to describe, other than its trying to start but is failing over and over again. Sorry for the lack of details about the noise.

    It's true that it won't post without ram installed but it should generate some error beeps. Unless it's got that extremely irritating and impossible to understand 'human voice' error code system.

    If you are getting a faint ringing noise, that's likely just be the sound of one of the fans slightly vibrating. If it was an error noise from to much heat for example it would be much louder and not coming from that area.

    There should be a cmos reset jumper on the mobo reset it and try powering it up. Could just be a bad setting stuck in the cmos possibly.

    HMM. I dont know exactly what the cmos reset jumper on the mobo reset. but i did take the CMOS battery out for like 30 minutes and then put it back and the same thing happens.

    As for the ringing noise. the reason I do not think its a fan is because a fan should make a more consistant sound, where as this is more of a 'trying to start, but failing noise'. When i booted up with just the PSU, and MOBO, after removing the CPU&HEATSINK I no longer had that noise.

    Any other ideas?

    are there any jumper settings on the mobo for setting the cpu clock speed and multiplier?

    I suggest running the most basic contents of the computer on a piece of cardboard or wood outside the case. 1 stick of RAM, CPU, heatsink, motherboard, video card.
