restarting loop

hello i had a very bad virus problem and my computer began moving rather slowly and so eventually i had to turn it off a couple times with the power button and now when i try to start it it keeps restarting over and over in a loop when i try to boot up
please help me

    1. Is this computer a Mac or PC?
    2. What is the operating system?
    3. When it reboots do you see a blue screen before the reboot?
    We've gotta have more clues. That just didn't tell us that much.
