making video titles....?

I need to make some titles for a video and they need to look as professional as possible... Anyine reccomend a program to do this in? I am guessing you can do it in adobe premier... but that isn't an option. Any other good programs?

    Windows Movie Maker. Unless you want to spend hundreds of dollars, there's no other choice really.

    so premier is the best? i will have to see if i can get a copy then....
