http://www.phpwebhosting.com/ is pretty good, but it does not include the domain registration.

If you need unlimited transfer, we offer that for $20 a month.

During the introductory 'free' period, 1and1 is pretty much the best deal around. For registration, too.

Sorry, prime. You were the best deal around otherwise! I hope 1and1 isn't cutting into sarcnet's business too much.

No worries at all, we don't compete in the low end space. We have clients that are hosting companies themselves. A lot of what we offer is geared towards businesses or database driven sites. We have unique unix expertise and the unlimited transfer is perfect for certain users. One of the best things we can offer is personal service, as opposed to "here's your space. Have fun. Here are the rules. Screw up and your account is deleted. Remember, there are a million more $5 a month customers where you came from, so you're totally unimportant to us!"

actually 1and1 is free atm... i was just going to pay for a regular domain name, as opposed to the random s10381230.etc that they originally give to you

If you need a nameserver for that domain, I've just set one up. Just playing about with ideas at the moment and trying to become entirely self suffietient. Suppose I have nothing left to do other than actually buying a domain (as opposed to renting). Is that actually possible?

    Nope
How will I renew the domain I bought?
After you receive control over the domain you will continue working with the domain name registrar or its reseller. You will have to follow their rules and rates in renewing the domain name. To make you feel easy we suggest that we renew the domain name for you for at least 3 years at a low rate of $20 per year. In any time in future you can transfer your domain name to the registrar of your choice.

Basically, they are selling a $20 a year domain, for $400. You don't get the domain, you just get the account to use it. They are just sat on it so they can wait for someone to buy it and charge them 20x the amount of a single year cost, just to have it (have the right to rent it, should I say).

    This should be make illegal.

In some cases it is illegal. It's called cybersquatting. But that only applies to taking a website named after a company and trying to charge them more than is fair for it, not for taking something named after an individual.
