Firefox Bookmark Folder

Trying to access Bookmark folder in Firefox and the application data folder gives me a "access denied" response. Is it encrypted? What do I need to do? Thanks.

    Bookmark "folder".... not really a folder it's a html file. In Vista is located here...

    C:\Users\<USER>\AppData\Roaming\Mozilla\Firefox\Profiles\<RANDOM>.default\bookmarks.html

    In WinXP its here....
    C:\Users\<USER>\Application Data\Mozilla\Firefox\Profiles\<RANDOM>.default\bookmarks.html (I think)
