reboot loop! :(

i have a fairly new hp notebook, that is NOT disc compatable. i can't run any sort of software or disc on it. last night i was on iTunes, and my computer had been working fine, until all of the sudden a blue screen popped up saying it was rebooting and had turned off in order to protect my computer. then i pushed enter and a black reboot screen popped up asking me how i wanted to start windows. it had safe mode, normal, and last best configuation. none of these options work, and no matter which one i choose windows will start and then go right back to the black reboot screen. i dont have windows discs or an emergency disc to help me out. so how do i get through this darn reboot loop on a computer i can't run software on!?
