I did this with my Core 2 Duo 2200 @ 3.3Ghz and it cooled it down from 65 degrees celsius to 42 degrees celcius.

Remove the stock Intel fan.
Place a 8mm square fan onto your heatsink.
You must have the 3cm heat sink - the 2cm wont do.
The fan will have holes on each corner.
Use electric wire cable (insulated) to fasten the holes on each corner to the legs of the heatsink.
There must be no obstructions underneath the heatsink.
Place 1 cable tie tightly around the 8mm square fan - and seat your Intel fan ONTOP of the square fan. Make sure it clips over the cable tie or just secure it with another cable tie.
It will look like a double deck fan/sink/cooler gadget.
The order from bottom to top: the sink, the 8mm fan, the Intel fan.
Re-seat the whole gadget back to the mobo. The sink must be DIRECTLY on the cpu - no obstructions.
Plug the Intel fan to the CPU fan port and the 8mm fan to the system fan port. The 8mm fan does 3500RPM and it pushes the air down directly into the heat sink whilst the intel ontop supplies cooler air to the 8mm fan from around the interior of the box.
