Booting problem moved to here

I moved this here to see if I can get help
here's the problem
Booting problem

This is a Dell dimnsion 8110 and has xp home on it. When you try to boot up
you get the BSOD.
Here's what it say
stop: 0X0000007E (0XC0000005, 0XF86B6383, 0XF8B4E510, 0XF8B4E20C)

atapi.sys - Address F86B6383 base at F86A0000, DateStamp 41107b4d

I tried to boot into safe mode and no luck same error.
Tried to start last know good configuration ...... nope no good
I tried to reset the bios and still nothing.
Don't know what to try next
I did try to boot off the CD rom and that don't happen it goes right to the
hard drive what I was trying to do with the CD rom is to boot up with Bart PE.
I figure check what I can with that but it won't boot off the CD rom

    That error is usually a drive controller error. Either the specific system drivers are corrupted or the hardware controlling it is. However it's also occasionally a memory error.

    First lets try and rule out hardware. Open the case up and check all your connections. Double check that when the case is closed it's not pinching any wires or pulling on them it could be a connector is slightly loose.

    Next run memtest on that bad boy and we'll see where we go from there.

    Now there's the problem I can't run a memtest the pc won't boot up off
    Bert PE.
    I checked all the connections (I unplugged them and made sure they were
    plug in tight)
    But since I couldn't run a memtest I replace the mem sticks and still get
    the BSOD, then I pull one stick out and tried with one stick of 512
    and still the same.

    does the bios show that there is a cd drive in the drive list? It could just be that your bartpe disk is messed up, possibly missing boot option?

    Alternatively you can download memtest directly and make a new cd out of it or put it on a usb drive and boot that way too.

    Ok here's where things got to.
    I pulled the hard drive and put another in and put windows xp home
    on it. So when I need to actived I had to do it over the phone, didn't even
    talk to a human. lol
    But got the no# I needed to activated it than I got online and started that
    evil windows update. well I did the drill got the updates and had to reboot
    and when I do it says I need to activated and so I do it than it says Windows
    is already activated click ok to exit.
    I click ok and it logs me off and when I log back on it says I need to activate
    and won't let me off this ride. I got memtest86 and thinking ok put the other
    hard drive back in try the memtest. So much for trying to take the easy way.
