Project Management Applications?

    I don't really know of any that do billing out of the box.

    If you don't mind paying a small monthly fee you can look at Basecamp. The cool thing about it is it's pretty mainstream and there are tons of third party web apps out there that use the API to hook into it. You could use it and then use a 3rd party for the billing. I know there are a few. So many options.

    There are a few open source apps try to clone basecamp - all free of course. I've messed a couple. Not as polished as basecamp - but they are free. I think the_technocrat has used one if memory serves right.

    These are all web based apps though. If you are looking for actual stand alone apps I'm not sure since I mainly use OSX these days.
