Have you got the FSB and Multipliers set to auto, or at least set the FSB to what it should be (400, 533, 800 etc, whichever your processor should be).
No his motherboard only supports 400mhz P4s and not 800mhz FSB P4s. Its still running at its normal multi 12 and 100MHz=1.2GHz.
chif: You are going to need a motherboard with a 865 or 875 chipset in it. The 965 is cheaper. I recommend an Abit or Asus board with one of those chipsets. The Abit IS7 you can get for under $100.

I have an IC7-Max3 coming for a P4 I have.... Not hypercheap, very good board. Abit brand. P875 chipset, mostly due to the future chips it will run as well as what it runs now. Less than $190.00 USD including shipping. Newegg order, though I had to get them to process a phone order last night as I had an order processing loop problem. Got a Customer Service supervisor to place order for me after explaining problem in detail. They do not usually do this, but they will if they have website problems from multiple customers.
There are lesser IC7's, and some of them are 865 chipsets. The 865 is a consumer grade chipset brother to the 875. Typically less SATA and RAID, same south bridge unless you get an old one. I recommend a board with an ICH5R south bridge, you will get a small SATA RAID out of that Southbridge normally. If you get a board with a plain ICH5 (no R in south bridge part number) south bridge, than expect no SATA RAID from south bridge, and probably no RAID chip. If you do not need RAID, get an 865 NB with an ICH5 south bridge--price for THAT non-RAID combo should be between half and 2/3 what I paid for the board I ordered..
