XP Boots but can't open programs.

Hello, I am having problems with Win XP Media Edition. Today it just started booting and then not allowing me to open any programs on the desktop. When I move the mouse to the start button the hour glass appears so I can't open it either. I have tried booting into safe mode but can't do that either. It just keeps going back to the screen asking which boot method you want. Please Help!

    I forgot to mention. Sometimes when I boot it up it says explorer has an error and has to shut down. Or Dr Watson has an error and has to shut down.

    My ideas:
    1-- After the computer boots, ctrl-shft-esc and end task "explorer" Then in the same window file->run->explorer ... see if that takes care of it, if so this is likely an easy to fix software issue.
    Other thoughts:
    1. Try booting in "last known good configuration"
    2. If that doesn't work boot in safe mode and schedule a full chkdsk for c:
    3. If that doesn't work maybe boot off your Windows XP CD and run a repair

    Thanks for the idea's. I tried the first one and it didn't work will try what I can of the other items. But computer won't boot to safe mode. Keeps cycling back to screen asking which method to boot to.
