reformatting a hard drive with no cd

I have my son's dell b130 laptop that will not load windows. It wants to start from the "Safe Mode", but that is as far as I can get.

I know I need to reformat the hard drive, but do no have the cd that came with the computer.

What do I need to do"?

followed the instructions, but there is no "Repair Computer" selection. Not sure what to do now.

Try CTRL + F11 as it boots.
