stuck in reboot loop

i have a dell latitude d610, and its stuck in a reboot loop. I have no way to get to system restore, and I dont have a restore disk..

1st: is this a driver issue?
2nd: how can I fix it?! :[

    When does it reboot? Does it make through POST? Does it reboot right after the Windows logo disappears? What version of Windows is running on the system.

    Have you changed anything recently?

    Hi,
    Please remove all external components. (USB Mouse,Keyboard ect.)
    Does it boot?

    Are you able to boot into safe mode?

    1. Restart the computer
    2. After the Dell logo dissapears, repeatedly press F8
    3. If done correctly a menu will appear with the option “Safe mode”
    4. Select this option and press Enter to boot into safe mode

    # Dell diagnostics.
    1. At the Dell logo after power on press F12 for the Boot Menu
    2. In the Boot Menu select “Diagnostics” and press Enter
    3. Select the option “Custom”
    4. In the following screen you can select the option “Run non-interactive tests only”, select “All devices” at the top left to test all devices in the system
    5. You can now press “Run test” to test the system
    If an error is displayed, please make a note of which test was running, the error code given and the “MSG” line quoted underneath the error code.
    It is possible that the diagnose utility is no longer available from the hard drive. If this is the case then the “Boot to utility partition/Diagnose” option will no longer work. In this situation you can start the diagnose by booting from the “Resource/Drivers and Utilities” CD:
    1. At the Dell logo after power on press F12 for the Boot Menu
    2. Choose “Onboard/USB CD-ROM” to boot from the CD. You will be asked to press a key to boot from CD
