OE won't open

Hello everyone. My name is Oggy aka Ogzilla. I'm (really OLD) 60, and retired. Self taught computers in '99 (Yikes!) and doing pretty good now:p I kinda sorta slid in here while searching for some answers to help fix a problem I'm having. The reg. wasn't too difficult (used small words) so I jumped in. I can tell by what I've seen in the first few minutes here, I am way out of my league. Way-way! But ya'll seem nice, and as I've found in the past, you all are a good crowd that enjoys helping those like me, find their way. I haven't any doubt my problem can be fixed. I also know that someone here can help me with what I need. I will say that in any explanation or direction I recieve, please don't assume I have a strong base of knowledge to enable me to understand what you are saying. As I mentioned, I manage OK, but if I don't understand some of the more complex directions, I can't effectively fix this glitch I have, so be gentle please. It's not my first time, but we can pretend it is if that sounds like fun to you. Thanx in advance, Oggy Obviopusly any reply will have to be here since OE is down temporarily.

Pent 4 3 ghz 512 MB Ram IE 8 Norton 360, and I don't know what else you may want. Lemme know and you got it.
I start this up, and get all the normal start-up thingys happening. Then when it's all settled down (all the HP stuff Splash etc done), and I can choose a program, everything except OE will start, at least everything I've tried, incl IE (8 SP3). It was running at near 100% if I tried to open OE. I'd get the OE blue logo box, then the machine would tach up and stay there for maybe 5 minutes. But OE never did a thing I haven't covered already. I went in and put back a Spy Bot S&D removal, and now instead of taching max, it still shows the opening logo for OE, but never opens, and never uses more than 5% of the rated available reserve. MSIMM or whatever that is, comes to the top of the list in Task M, but that doesn't change anything. Apparently with IE8 and SP3, uninstalling and reinstalling isn't an option, but waddooI know? Help me please! TY.
