Hello, need help fixing my memory.

Now I'm trying to figure out how to get the speed right. Machine is pretty new still, but cpuz says my speed is only at 457-685 MHz.

Hp running i5 430M, in the System folder, it says it should be at 2.27 GHz. It's running Windows 7 64-bit, with 5.8GB of usable RAM.

    Note: When running Norton, I have seen the Core Speed shoot up to 3100 MHz
