Lotr battle for middle earth 2

hey when ever i try downloading lord of the rings battle for middle earth 2 it wont open.when i click on the short cut an error pops up and says "this application has failed to start because d3dx9_27.dll was not found. re-installing the application may fix this problem"

    Update your video drivers and then make sure you have the latest DirectX for your operating system.
