A spam-free world by 2006? That's what Microsoft's Bill Gates is promising.

I agree with the bounty hunters thing at least. However I can't imagine the death penalty will ever become law for any cyber crime in the western world, let alone for unsolicited e-mail sending, even if the general population demands it.
You know what they say though, if you want a job doing right, you just gotta do it yourself.

There probably isn't sadly, (though there should be) but there obviously would be some groups in the form of special task forces/departments working for either a government agency or LLEA. But I think they would be a little more suttle than barging in someones house/business/residence with a baseball bat and smashing anything that quietly ticks. Eventhough that would probably be the easiest way for handling things.
p.s (and Prime' we wear blue skimasks in this crib, don't forget this is Spinner's force, not some creeping slithering James Bond/Milktray unit.
