Help! Can't connect to Steam!!

I'm running a Win7 OS, and I'm trying to connect to Steam for games, but no matter what happens, I'm getting told that "Steam service is temporary unavailable. Please try again later." Thing is, ALL my friends have no problems connecting to it. I called my ISP, they are pretty puzzled on their end why I wasn't able to connect too. I've done my port forwarding, tried bypassing my router, but I still could not connect. I've got no problems connecting to Impulse though.

I tried pinging the Steam servers, but I get timed out on every data packet. Now i saw a list of applications that are said 'not to work well with Steam', like AVG, Spybot etc etc. So, I tried disabling them, even deleting my AVG to see if I could connect, but I still couldn't. I tried on my lappy which was running XP SP3, the same problem occurred. Both my PC and lappy are using the same protection software, and I tried to connect using mobile broadband and my home connection already. Eventually I reformatted my lappy, again with XP SP3, and this time it worked - I could connect to Steam. I think this narrows it down to the fact that one of my protection programs changed something in my registry or something, and so I would like to ask:

Is there any way I can get my PC to connect to Steam without reformatting it?????
