First when you say the CD worked in another computer was that before or after you tried it in this one? Also if the CD is specifically setup for a different computer because it's a recovery CD and not a true Windows cd that could explain the problem. Also if you have sata drives make sure your bios is set to compatibility mode. Other then that you haven't provided enough information to begin guessing at where the problem may be.

The Cd worked in another computer after I had tried it on mine and it is a true windows CD . The hard disk is an IDE hard disk. The hard disk also works when I put in another PC but it doesn't work in my PC.Windows Setup appears on the screen and that's all.Nothing comes again. Thanks

Then get a copy of the ubuntu live cd you can use it for two important tests. The first is to boot it up and use memtest to diagnose your ram. If that passes then boot it up again and use the live ubuntu to see if your computer stays stable.

But bad cd-drive should mean the live cd won't work.
I'm still thinking there may be something wrong with the harddrive. Whey you put it in the other computer what did you do to check it?

Use UBCD to run a HDD test. Open up the computer and physically check the manufacturer of the HDD and run that specific test and Drive Fitness Test as well. If if passes both of those it is extremely unlikely to be the HDD itself. There are instructions on that website for how to run the tests.

Since I haven't seen this suggested, just go around and give each cable in there a little push to make sure they are all seated properly. You never know ...
