What does THIS mean?

This is the screen I'm getting...
Does anyone know why i'm getting it?
I have all the connections and everything right, so whats the deal here?

    I have seen that when you have way too small a horizontal res relative to a way to high vertical res for monitor, but something in video card, drivers, or monitor sync circuitry is really gawdawfully wrong. AND, you can destroy a monitor gun and power supply in monitor that way, fairly quickly.

    If monitor is making noises or is hot or both, take it out of service now.

    I bet it's the vid card. I have a 9600xt, what could it be that's wrong with the card? Defective?

    Try the card in another machine and/or try another card in that machine.

    I had a 9700 Pro and I had screen corruption like that when it died (being RMA'ed now). The only difference was that it was in color. But once I turned on the machine, I got the garbage, and I wasn't able to do anything else really.

    Thanx Virtue, I tried your suggestion (i put my 32mb crappy card in my uber-powerful machine), and it worked! I'm returning my 9600xt right now.

    Ive seen this load up in safe mode "just click F8 on startup" press Safe Mode then when it has loaded right click the desktop\properties\settings and change your screan area to as low as you can it lookes like your monitor cant display the resolution that it is set to
