When you're in the BIOS, what are the boot options you do see? Make/model of laptop?

Are you certain the CD isn't bad? Have you tried it on another machine?

Possibly your Win7 cd is a burn and not set to be bootable?

You need to change your boot order so that ODD is first.

    USB FDD
    ODD
    HDD
    PCI
    USB KEY
    USB HDD
    USB ODD

If it sees the Harddrive before the cdrom it won't even attempt to boot the cd.
