Need a free software blocking program

Hi..I need to find a good free program that will allow me to block the installation of certain software (I have Windows 7). I guess it would do this by requiring a password to install the program (and to uninstall itself). Anyone have any good recommendations? Thanks

Please just tell us what in the world you are attempting to accomplish with your laptop. Asking us a string of specific questions with no context doesn't help us help you at all.

This is for another computer. My child uses it and just want to prevent them from installing and then using certain software (which they have used in the past)..
