Connecting to mail server via port 110 - blocked?

I'm trying to set up pop accounts in a remote office, this failed in Outlook so I thought I'd see if the PCs can actually communiate with our mail server.
telnet mail.domain.com 25
^ worked just fine
telnet mail.domain.com 110
^ failed
This is why Outlook's having issues with creating the accounts properly. Now these PCs are in a serviced office so my first thought was the guys there are blocking access to 110 for some reason, this did seem a bit odd though. I've got someone asking but it's a slow process it seems.
In the meantime I'm having a play and trying to see why it's blocked. The PC has Kaspersky Internet Security, before this was installed it didn't work either. Windows Firewall is also turned off.
Any thoughts on what else I can check before just sitting around waiting for a response from the serviced office people?!
