Random Windows Start Menu Question

So, I've wondered this for a while and I think this is the appropriate forum of individuals to best answer my question.

I have Windows Vista and when I go to my Start Menu>Programs, often the list of menu selections has been truncated such that I need to click on the last selection (with the down arrows) to expand the list to include all of my available menu selections.

I used to think this list was adjusted such that the menu selections I use the least would be hidden, however I rarely think this is the case. I've noticed that "Steam" gets hidden quite a bit and so does "iTunes".

So my question, is there any rhyme or reason behind which selections get hidden and which ones don't?

    I think it has to do with how recently you opened a program via clicking on its icon/start menu link, but that could be completely wrong and my quick googling was weak sauce. You could pin the stuff you know you would like to keep visible (like Steam), and they will never fall off.
